「水溝蓋」屬公共設施！ 雜物占用恐遭開罰
路霸事件經常引發鄰居間的糾紛！很多一樓住戶認為，門口的空間，是私人的，就把自家用品堆在上面，但依照規定，在路上或水溝蓋亂放東西，都可能被當作路霸檢舉，依道管條例開罰最高2400元，只是大多情況，如果沒有明顯影響交通，附近住戶多半是睜一隻眼、閉一隻眼。
放眼望去，整條巷子沿著兩側白線，擺滿花盆三角錐，當車主把車移開，就會像這樣放上去，路霸事件，是讓鄰居之間起了不少爭執。
當地女鄰長：「他們都一樓自己停，像這一間他們是買的，他們也是自己車子這樣停，你樓上的話你有要停車的話，你就自己在附近找，你假如一停的話，他們就會出來趕了。」
記者李潔：「很多一樓住戶認為，白線以內都屬於私人的，但其實從水溝蓋以外，都屬於公家的，像這樣的占用情況，其實不只這裡，來到這個巷弄，則是有人是把這樣的泥做工具，甚至磚塊還有各式各樣的器材，沿著水溝旁邊排得滿滿滿。」
仔細看看，除了大包大包水泥，與紅色磚塊，旁邊還放著水管、梯子，各式各樣工程工具。
對比這兩個地方，同樣在巷弄之間，一個在板橋重慶路，用花盆和三角錐佔車位，另一處在土城金城路，水溝蓋上全是泥做材料，誇張的是，這些東西擋住原本的大門，業者事後在牆邊又挖了一個洞做為側門，但從這進出，恐怕影響鄰居使用信箱的空間。
附近鄰居：「他是擺在他自己門口啦，他放在他自己門口，也沒有礙到別人，我們鄰居也不能說什麼啦。」
把自己的東西擺在門口占用水溝蓋，恐怕會被當 路霸檢舉取締，依道管條例，被要求立即清除，甚至開罰1200-2400元，畢竟水溝蓋，屬於道路用地的公共設施網購人氣商品開店送禮推薦，使用權屬於大家的。
