亞太申請停辦董事會：萬般無奈

【台灣醒報記者楊蕓台北報導】針對亞太創意技術學院無預警申請停辦，但讓師生群起激憤。董事會10日發出聲明，強調是「萬般無奈下的決定」，將申請動用校務基金，絕不積欠教職員薪資。教育部技職司長楊玉惠表示，即使動用校務基金發還薪資，恐怕也很難繼續撐下去辦學，將待收到公文後評估，若亞太確定停辦，將成為繼高美醫專後今年第2所停辦的學校。

不敵少子化浪潮，目前已有3所學校退場，包括2014年屏東高鳳數位內容學院、永達技術學院，以及7日審議通過高雄高美醫護管理專科學校，另外則有8校被列入轉型輔導名單。教育部指出，未來10年內大專院校新生人數將減少9萬多人，料將有更多學校面臨退場危機。

高教工會指出，亞太學院校方8日臨時召集教職員開會，無預警宣布董事會決定申請在今年7月31日起停辦，並送教育部核准。教職員聽聞後紛紛譁然，認為校內仍有數百名學生要開課，教職員大多數並未安置，豈可突然停辦。現場教職員經表決也全數表達反對，消息傳出後，更讓亞太師生對董事會群起激憤，認為學校根本是要「惡意停辦」。

現行法律規定，若要停辦，學校必須經正當程序提出後，並經教育部核准才生效，且一旦停辦核准，既有教職員將被強制離退，既有學生也將遭強制轉學。高教工會認為，停辦後董事會不需解散，還有3年時間申請改辦或轉型為其他教育、社福、文化法人，這會導致原本應回歸公有的校產仍掌握在董事會手中，傷害的卻是學生受教權與教師工作權。

董事會隨後發出新聞稿，表示將在一週內提出相關規劃，並向教育部申請動用校務基金，絕不積欠教職員薪資，並已於近日辦理勞基法規定資遣預告，確保校內教職員得以領取本身在退撫基金帳戶內退休年金與保障無虞，「希望教育部協助學校協調既有學生、老師『團體轉學』至附近技職院校，剩餘基金也將保留600萬元，供有意願於亞太原校畢業學生、聘任教師兼任授課使用。」

教育部技職司長楊玉惠回應，亞太董事會已召開董事會做出停辦的決議，但教育部尚未收到公文。宣布停辦後，教育部將介入校方協助完成相關程序，包括輔導學生轉學或原校畢業，教師部分則協商給予優退。不過，董事會連教師5月份的薪水都發不出來，就算動用設校基金的3千多萬元恐怕也無法撐下去。
