觀點投書：我們譴責的是「權力的傲慢」！

台中市民何其有幸，林佳龍市長「一人當選兩人服務」，廖女士得以史無前例以市長夫人身分參與市府會議，並且因為夫人奇美博物館的經營經驗，將更有助於花博的-------

等等！市長夫人到底根據什麼法令可以參加市府會議？又根據什麼法令可以在會議中提供建言？又根據什麼法令可以將奇美博物館業務和政府單位活動結合而「互蒙其利」？

台中市有單行法規嗎？

其實，以上的問題都不是重點，重點在於人民的感受。

因為人民也清楚，政府單位邀請社會上專業、公正人士參與會議確實可以補公務人員之不足，的確有其必要性。但是如果受邀請者竟然是首長十分親近的人，人民就很難以一般性的標準來衡量這件事，這也是即便無有利益輸送、無有圖利自家人的弊端，也要受到法令規定幾等親內必須迴避的原因。這樣的「瓜田不納履、李下不正冠」，正是林市長未能參透何以市民對市長夫人和花博之間的糾葛無法認同、釋懷的根由。

問問台中市民，對於廖婉如女士參與花博案的初心為何？答案其實很簡單，就是「為了幫選情越來越不樂觀的夫婿林佳龍助選」！所以市長夫人要動用博物館的鎮館之寶、要動用博物館的一切資源來與花博活動結合，這與執政黨動用故宮國寶「翠玉白菜」來參與花博替林市長拉抬聲勢，以達到助選的目的是毫無二致。

妻以夫為天、以夫為重的觀念我們無法表示同意於否，但我們可以明確不同意的是，難道在整個市府團隊所能接觸到的專業人士之中，所有人的專業都不如市長夫人？就非得由市長夫人親自出馬，否則花博活動將大形失色甚至無以為繼？

花博門票代售得標廠商的服務建議書、海水採礦MOU及議員要的質詢資料，台中市府一律以「機密」為由不提供，人民與時事觀察家的狐疑隨著林市長不願公開而「案情升高」，有人由此被迫「合理懷疑」市長夫人在花博一案中的角色。而對一切質疑，林市長和夫人的反應卻是「按鈴申告」！

但我們以為，在與花博有關的所有合約或其它文件不被市府團隊向市民充分揭露之前，身為市民或媒體基於監督，難道就不能有「合理的懷疑」？市民們難道不能懷疑市長夫人與夫人的奇美博物館是否獲取若干好處？就算沒有金錢上的不明不白，這好處是否包括藉花博替奇美博物館打廣告？

在公務部門服務過的人都知道，「服務建議書」中藏有最多、最有哲學概念的「貓膩」，就是讓廠商取得標案的關鍵所在！不公布服務建議書當然就難以杜眾口悠悠。加上面對花博票價與佣金設計遭揭露踢爆，廠商收益達六成五，得標的三立公司獲得不符比例的高額利益，將造成市庫嚴重短少收入的事實，就算市議員按鈴申告、在市議會要求向全體台中市民公布完整資訊，林市長還是那兩個字「機密」，就又想唬弄過去，任憑市民與民代如何追討，不給就是不給！

要告去告、不給資料就是不給資料，如果這不是權力的傲慢，那什麼是權力的傲慢？

而當媒體已經從「公職人員利益衝突迴避法之規定」、「行政倫理」、「專業屬性」予以檢討市長夫人在花博案中的角色，並以百分之九十九點九九九的歷任政府要員的夫人也都具有不下於夫婿的專長，但都能恪守「公職人員利益衝突迴避法之規定」、「行政倫理」時，林市長一樣不改其志，繼續曲意迴護市長夫人到底！

如此事前無法避嫌，事後聽不進逆耳忠言，如果這不是權力的傲慢，那什麼是權力的傲慢？
